Why is does a distant relative in the Nat'l Guard keep getting orders for afghanistan, but always cancel?

orders and re-schedules deployment. (The Guard is cancelling.) He is 26 and has never held a job. Other than ROTC And a summer 2 weeks training he has not done one thing in the military. Our family cannot believe the National Guard took him. He is the type who will go to war, shoot himself in the foot in order to go home cause his soldiers can't stand him. Is the Guard just letting bide time and not going to let him re-up?
